The regulation, which came into force last year, has blocked miners operating in the country from claiming refunds on value-added tax payments, but it will be removed from Sept. 8, Reuters reports.

Today’s announcement, however, may bring close to $600 million back into the pockets of miners such as First Quantum Minerals (TSX:FM), Barrick Gold (TSX, NYSE:ABX), Glencore (LON:GLEN), Vale (NYSE:VALE), and Vedanta Resources (LON:VED), all of which have copper projects in Zambia worth billions of dollars.

Finance minister Alexander Chikwanda said last month the government had decided to relax the rule because it proved very hard to implement, mainly because it involved documentation from importers outside the country’s jurisdiction.

Outstanding refunds should be paid within a year, according to Robert Conrad, professor at Duke University in North Carolina, and Martin Lokanc, a mining specialist at the World Bank in Washington.

RIA is reporting that Russian leaders are seeking to cut access to an ISIS video posted that threatens Putin (for ties to Assad), and plans to liberate (via Caliphate) Chechnya, and calls the Chechnyan leader, Ramzan Kadyrov, a Putin puppet. The Chechnya leader took to Instagram to respond slamming “these bastards have no relation to Islam,” and exclaiming if they try to threaten Russia or Chechnya “you will be destroyed.”

Doing better this morning. Thought Wanka was nuts with the ice idea, but it seems to have helped a bunch. Man o Man….no stranger to pain, but this has been a party ! Got some sleep last night and this morning, it feels more sore than pain. Able to almost stand erect. But at least able to walk around this morning. Going to take it easy today and keep up the ice/heat pad treatments. This has been some kinda experience. Don’t know what I did, or what was going on back there….but think I got this thing whipped?

Sorry to hear about the back. My sister-in-law is a physical therapist and takes good care of me. Some people use chiropractors, some use osteopaths, I graduated to physical therapist. If you can’t get relief from your traditional methods, give them a try.

That’s fascinating.  I realized that many people need, or at least prefer, near-constant stimulation (TV’s in virtually every waiting room, for instance), but the notion that they would accept physical pain after only fifteen minutes of their own thoughts.  Wow.  My time limit is considerably longer.  Of course, I talk to myself a lot.  Does that count? 😉

I suffered and still do from back pain. Beyond my belief, such pain as to cause me to fall to the floor, almost passed out. Crawling in pain just to urinate, and putting that off as long as I could. In NJ today their are multiple advertisements of new generation machines that target/stretch the problem areas based on MRI’s and Cat scans. Best to You…GOD Speed!

He is retiring from ATT in about 2 more years and is going to need more than his retirement to make it. Big mansion, acres, pool, and two kids in college. He paid….get this…..$70,000 dollars for a pick em truck. He has started a landscape business and is working 80-90 hours a week between the two jobs to make it all meet. Told him I would thing about taking up bank robbery, before paying that much for a  Pick Up Truck. But that seems to be the going price today. Geesh….I have bought a home for less !!
