The culture is either taught or inherited, either way the repatriation has to include british born people. That is going to be difficult legislation. Can you imagine the constitutional issues in the USA about compulsory ‘repatriation’ of american born citizens? Fortunately the UK doesn’t have a constitution.
Anyway, your solution is abhorrent. We want the expectation to be able to walk the streets at 3:00 a.m. without fear. Let alone at 3:00 p.m.! Without wearing body armour, carrying bear spray etc. etc.
