I think it might be something else, something they’re not sure about yet and trying to model and assess the potential fallout from.
Nuclear seems doubtful, they’ve war gamed that for years.
Maybe some AI program has gone rogue and is creating its own agenda and agents? Maybe they are aware of a natural catastrophe that they’re unable to stop? Pole shift? Meteor strikes?
