Maya this is messed up

Taking liability protection from lifeguards. So someone unknowingly or knowingly takes a risk and anyone going out is taking a risk they hold the life guard responsible?
I remember taking a few risks like taking a wave knowing they were choppy and not taking the last wave to ensure I wouldn’t get pounded coming back up and did two more times by back to back waves before I could get back up.
The one life guard I would suggest when he yelled at the guy to get out of the bowl should just tell him what direction to go because if panic for air sets in so might direction or not understand what he means. Running a point break when about 15 as I surfed down the beach I ran into a rip and didn’t know what it was. I just thought this is weird. I keep going forward and windup backward. It was like the whole ocean was moving back at once.
I moved out of it by deciding i went far enough anyways and had to carry my board all the way back by going back before the rip then got out. Now if you didn’t know to go sideways and someone said get out you might just keep trying to go forward.
I can imagine what it would be like in the water and might not even know how far you have to swim to the side to get out of you can’t see the waves break.
It sounded treacherous and don’t know if he would of made it out anyways but wasn’t the lifeguards fault if he couldn’t get to him.
If the city’s worries about cost put some snack bars, rental life jackets, masks and flotation devices out there or something so visitors don’t have to carry things out or might not have them due to luggage costs or didn’t think of it,
