These fires start small. They consumes huge amounts of oxygen and they can completely alter weather patterns. Homes are built cheap. EFIS insulation systems are crap. People don’t want to pay for traditional 3 coat stucco systems (or some other fire resistive exterior system) , because they cost a fortune compared to some BS open celled foam insulation system with some plastic color smeared on it (EFIS). Smart architects can design fire resistive structures, but the code surely doesn’t have stringent requirements at this time. Yes there are minimal property setbacks that help contain firespread, and they also have rated wall language if any part of your building resides into the setback.  If I build in CA, I want equake and fire-resistive qualities. This included proper siding, metal roof, poured in place concrete foundation system. It takes smartly vented attics, so no sparks can get in too.
