bombing is waaaay too indiscriminate. imagine joe badguy takes over an area and the people hate him. we go in and bomb six city blocks and kill joe badguy. we also kill a couple thousand people who lived in the neighborhood. all these folks have relatives. in six months (days?) they will forget we saved them from joe badguy but they will remember for years (generations?) how it was us who killed uncle guido.
