A big lesson there for other countries headed down that path . I had a colleague at work who was from India , and who had gone home for a visit , many years ago . He told of going to the Post Office just to buy stamps , and gave up after spending several hours in line . Everything moves at a snail’s pace . If enough people complain to the government , more snails will be hired , the administrators can ask for raises because of the increased headcount , and the backed up lines will still move at a snail’s pace .
I once spoke with a field engineer for a major North American company who was assigned to speed up construction at an electrical generating station in India which was falling behind schedule . On his first day on the job , he saw barefoot iron workers dressed only in a loincloth scampering along beams without safety harness or other devices to prevent fatal falls. He said to the foreman ” See that those men have some kind of harness to catch them if they fall – even if it is just a rope looped around the beam they are walking on .”
The next morning his instructions had been carried out . Each man had a rope looped around the beam …and tied in a noose around the neck .
