In accordance with the Minsk agreement. Ukraine ignored the result and kept on murdering Russians; anywhere else in the world (except the West Bank or Gaza) this would be called ethnic cleansing. So there was Minsk II. No change. Therefore we got the war, or Special Operation or whatever, to enforce UN resolution 2202. Remember, Merkel stated on international TV that the Minsk agreements were never intended for anything other than to allow Ukraine to arm/re-arm and prepare for conflict. There was never any intention on the West’s part to implement what they required.
