I voted from my Google Chrome browser version 46.XXX. I went into Internet Explorer 11 and I couldn’t vote again from here again either.
I deleted my cookies via Chrome and I signed into the tent again and it won’t let me vote again.
My cell phone does allow me to cast another vote (only once though) when I sign in, but it has a different ISP identity.
It’s probably plug in dependent. Some voting plug in’s allow for more analytics to be derived than others
