They need a better disaster and rescue plan including for animals. These horses should of been mired out and somewhere to go right away. When one of my brothers barn got blown away with tornados coming through the neighbors came out and helped gather the horses and gave them shelter. Luckily none were hurt besides a few scrapes. In the city your on your own so should plan ahead of time. This is just ridiculous.
