Well, I learn something new when I’m not careful! I had never heard of that artifact of geiger tubes. But what is missing is the published ‘upper level’ of radiation that a particular tube can handle accurately. And I’m betting that it is a very large number level of radiation that one would not want to be exposed to and would be strongly advised to leave the area. So if a tube goes into saturation that is a stern warning that the level is too high for human exposure.
