Guatemala: Mining royalty payments set to increase

Last week in the politics section we noted the slight mystery of a new Vice-minister of Mining in Guatemala. This week the reasons behind the change may have become clear, as the country’s President Jimmy Morales announced (10) a whole range of tax increase proposals that include a bump of duty on fuel from Thee Quetzals (GTQ) to Five Quetzals (1 Quetzal = U$0.133) per US gallon, additions to VAT (sales tax) and corporate income tax back up to 29% (from 25%).

All those will affect mining costs in Guatemala indirectly, but the one that really matters is the Jimmy Morales proposal to raise royalties on extractive industries (i.e. O&G and mining) from 1% to 10%. At the moment, several mining companies in Guatemala are paying more than the legally stipulated 1%, with “voluntary payments” topping up royalties to between 5% and 5.5% (the highest profile cases are Goldcorp at Marlin and Tahoe Resources at Escobal). But the royalty initiative is only one of a total of 47 changes proposed by parliamentarians the current Mining Law, there will be a lot to talk about next week including one of the other main events a clause to give official prior consultancy rights to locals directly affected by any mining project. Theoretically this law already exists as part of the OIT169 international rule book to which Guatemala is a signee, but the country now wants prior consultancy in its own organic law.

A massive stock market rally is at our doorstep, according to several noted economists and distinguished investors.

Larry Edelson, a Money and Markets editor, predicts: “The Dow Jones Industrial will lead the way higher and catapult to 31,000 over the next two years.”

Ron Baron, CEO of Baron Capital, thinks: “It’s going to be 30,000.”

Jeffrey A. Hirsch, editor-in-chief of the Stock Trader’s Almanac, believes it will go even higher: “The Dow Jones Industrial Average will surge to 38,820 in a ‘super boom’ beginning in 2017.”

However, Paul Mampilly’s “Dow 50,000” predication is really catching eyes, and one should pay heed — considering his past predictions have been spot-on.

Mampilly was thrust into the limelight when the hedge fund he managed was named by Barron’s as one of the “World’s Best.” But he became legendary when he won the prestigious Templeton Foundation investment competition by making a 76% return … during the 2008 and 2009 economic crisis (without shorting stocks or making risky investments).

Right now, Mampilly says: “Stocks are on the cusp of an historic surge. They could easily hit 50,000. It will be a bull market run that will dwarf the tech boom of the ‘90s. I’ve never been more certain of anything in my career.”

Record all time highs, with anemic volumes, and generally speaking not so hot headline news from Wall St. Now that is one insane, over the top, market just waiting for a collapse. Gold and Silver ? Not so much as I see it. The PM’s are far, far, from their record highs. The PM stocks, ok, some seem a little overheated, but just barely. It would depend on which direction you see the PM’s heading in the next few months. Which is normally upward if the seasonal charts hold true.

Guess his subscribers will see if he is worth their sending him the money. I read the article kinda fast, but I dont remember him mentioning anything about the Chinese or Asian markets and they seem to be putting a floor under the PM’s at least so far. It could happen, but I just dont see a major correction in PM’s. I am more tempted to send Mr. Copper a few bucks. He seems to have a pretty good record calling the major moves. 🙂

…….basically the same things that Trump says. I think he is honest in his desire to clean up America, but right now I think America needs Trump…..someone who has done the job and won. Not in politics, but in real life. I don’t care if Trump is a little politically incorrect. I don’t care if Trump is sometimes a little crude and unpolished in his remarks. IMO what America needs is a heavy hitter like Trump to straighten out the mess that has taken decades for corrupt politicians to create. Once that has taken place then I think Dennis Michael Lynch might step in and keep things going in the right direction……but right now Donald Trump is THE CHAMP, and right now America needs a CHAMP. Right now Dennis Michael Lynch looks to be a good future contender…..but he’s not there yet. He talks the talk but hasn’t walked the walk. He wants to be the champ but he still needs some years and experience under his belt. He’s not strong enough yet to do the job……but one day in the future he just might have grown to be the man who can do it.
